Why did God create humans with the tendency to sin built in?

Lust wasn't a sin until Adam and Eve ate the fruit. God created them without sin. Remember they were always naked in the Garden of Eden and they had no shame because their wasn't any sin in the world yet. But once they had knowledge of good and evil by eating the fruit, then God punished them by making it a sin.
