If the police can frisk you (for whatever reason they want) then why can't I frisk them back?

In case they were brandishing some weapon that they aren't suppose to have or have already maimed some innocent citizen while he was on patrol, who checks to make sure that a police person who has been given authority by ? to shackle another human under auspice of the law?
