Why is only 1.1% of Jamaican foreign born or is that an undercounted stat?

This is what the chart on this wall in the book store of the UN in New York City said. Other Caribbean countries had much larger foreign born populations. Like Barbados, Aruba, Dominican Republic, Puerto Rico (not counting stateside Americans). 1.1% seems very low when you account for all the tourist workers there are. Most Jamaicans can't speak Spanish, French or other languages so the demand for those workers is pretty high for hotels and restaurants.
